I could not really understand what you said perfectly. And we need some technical specs about you hardware and the OS you're using. The parks you plopped are in-game parks or downloaded content? That is important to know. To check this, find the game exe in the game folder, right klick the exe-file, look details and check the file version. What SimCity 4 Version do you have? Vanilla? Deluxe? CD or Digital? Is it fully patched? You gotta make sure, that the SimCity4.exe is correctly patched to status 640 or 641. Well first of all if you have downloaded custom content then you have to make sure, that you always have the needed depencenies (if there are needed some). If you have version 1,1,641 (downloaded digital version) there are no patches, so your only problem may be the graphics settings.
